The Bensalem Fall Festival began as Bensalem Pride Day during our Tri-Centennial Celebration in 1992. Mayor DiGirolamo, then a local business owner, was the Chairman of the Tri-Centennial Commission that organized and hosted that very first Pride Day Celebration, and the Mayor has been at the heart of each and every Pride Day and Fall Festival Celebration that has been held since that time.
It is therefore with the utmost sadness that today we must announce the cancellation of the 2020 Fall Festival.
Each year thousands of Bensalem Residents gather in our Central Park to enjoy a day full of rides, games, performances and demonstrations, foods and crafts from a vast array of vendors, and the annual car show. The Festival would conclude with a concert under the stars at our Penn Community Bank Amphitheatre and a second-to-none fireworks display prepared by internationally renowned Zambelli Fireworks.
The Fall Festival involves nearly a year’s worth of planning by a great number of people within the Township. As the Governor’s Declaration of Emergency, Stay at Home Order, and Phased Reopening Plans went into effect in March and April, the Township initially put Fall Festival Plans on hold, hoping that as time progressed, a Fall Festival, smaller in size and scope than normal, might still be possible. As Governor Wolf moved Bucks County into the “Green Phase” of his Reopening Plan at the end of June, the Township began working on a plan that would have kept this year’s concert under the stars and fireworks display as scheduled, hoping that the Governor’s restrictions on outdoor gatherings would have been further modified or even lifted by Labor Day.
Sadly, last week the Governor extended his Declaration of Emergency for another 90 days, carrying us up to the end of November. Further, the Governor’s prohibition against outdoor crowds or gatherings of greater than 250 people remains in effect, and neither the Governor nor the Secretary of Health have given any indication that this 250 person limitation will be either lifted or modified at any time in the near future. As we are now less than a month from the October 3rd Fall Festival date, we have no alternative but to acknowledge, at this time, that the show cannot go on.
As Summer has now drawn to a close, and the final few months of this unprecedented year are upon us, let us pray for our lives too soon return to normal. Until then, please stay safe, and please take time to appreciate the things in our lives that we too often take for granted until they are suddenly gone.

I’m saddened to announce the cancellation of the 2020 Penn Community Bank Amphitheater Concerts. This decision was quite difficult. Our team continued to monitor Governor Wolf’s Covid-19 3-stage re-opening approach very carefully, and had hoped upon hope we could open at full capacity with no restrictions.
Unfortunately, Governor Wolf’s phased re-opening plan, even as we approach the less restrictive “green phase,” has a multitude of restrictions, which are not reasonable for an outdoor entertainment complex that holds close to 2000 people.
As a result and in the best interest of the health of our fans, crew and talent we had to make this heart-wrenching decision. After 20 summers of great entertainment, the amphitheater will remain closed. Hopefully 2021 will bring normalcy and we’ll be back with the great tribute band experience all have come to know and love! Until such time, stay safe, healthy and enjoy your summer.
As a season pass holder, we have the following options for you moving forward:
1). If you wish to retain your season pass for the 2021 season it will be valid.
2). You can request a refund.

Pennsylvania Department of Labor & Industry (L&I) Secretary Jerry Oleksiak today announced eligible self-employed, independent contractors, gig workers and others not normally eligible for regular unemployment compensation (UC) can begin filing backdated claims in the new Pandemic Unemployment Assistance (PUA) website, https://tinyurl.com/yar73kz8.
The new PUA system, which launched its first phase on April 18, was completed early this morning and is now fully operational. L&I opted to roll out the system in two phases to collect as many applications ahead of time as possible so that payments could be made quickly after the website’s completion. NOTICE: HOMEOWNER ASSISTANCE GRANT CHECKS HAVE NOW BEEN MAILED OUT
HOMEOWNER ASSISTANCE GRANT CHECKS TO BE MAILED IN APRIL
Mayor DiGirolamo announced today (April 1, 2020) that he has directed the Township Administration to immediately begin the process of issuing this year’s Homeowners Assistance Grant checks so that Homeowners will receive them in April rather than in the Fall.
Homeowners Assistance Grant checks are traditionally mailed to our Township Homeowners in September or October. The Mayor has directed, however, that work begin now to process and mail over 14,400 checks to Homeowners throughout Bensalem Township, and that the amount of this year’s Grant will again be $300.
The traditional $150 Grant for Senior Citizens (65 and older) and Disabled Persons will also be made available at this time. As in the past, there are income eligibility requirements for these additional Grants, and an application for the Senior Citizen and Disabled Person Grants must be submitted to the Township.

HOMEOWNER ASSISTANCE GRANT CHECKS TO BE MAILED IN APRIL
Mayor DiGirolamo announced today (April 1, 2020) that he has directed the Township Administration to immediately begin the process of issuing this year’s Homeowners Assistance Grant checks so that Homeowners will receive them in April rather than in the Fall.
Homeowners Assistance Grant checks are traditionally mailed to our Township Homeowners in September or October. The Mayor has directed, however, that work begin now to process and mail over 14,400 checks to Homeowners throughout Bensalem Township, and that the amount of this year’s Grant will again be $300.
The traditional $150 Grant for Senior Citizens (65 and older) and Disabled Persons will also be made available at this time. As in the past, there are income eligibility requirements for these additional Grants, and an application for the Senior Citizen and Disabled Person Grants must be submitted to the Township.

Mayor DiGirolamo today announced that as part of the Township’s ongoing response to the current Coronavirus crisis, the Deadline for making 2020 First Quarter EIT payments has been extended to July 15, 2020. This follows his announcement earlier this week that the Individual Filing Deadline for 2019 Earned Income Tax Returns has also been extended to July 15, 2020. As a result of these actions, there will be no penalties or interest imposed on either Tax Year 2019 Final EIT Return payments or First Quarter 2020 EIT payments that are made before or on July 15, 2020.
The Mayor further announced today that in the hope of providing assistance to Bensalem businesses that may also be feeling the impacts of the current Coronavirus crisis, all Township Business Privilege Tax filings that are due on April 15, 2020 will now be accepted up to July 15, 2020 without any assessment of penalty or interest on those filings.
Finally, the Mayor announced today that in the hope of providing further relief to Bensalem property owners, he has been in ongoing contact with Senator Tomlinson and County Commissioner Gene DiGirolamo regarding the possible extension of the Deadlines for the payment of Township Property Taxes. As an outgrowth of those discussions, earlier this week Senator Tomlinson co-sponsored a Bill in the State Senate that would approve the extension of property tax payments for property owners throughout the Commonwealth. It is one of a number of pieces of legislation introduced in Harrisburg to help get Pennsylvania through this crisis, and the Mayor is hopeful that assistance from the State in regard to these property tax deadlines will be coming soon.
