NOTICE TO BIDDERS
Sealed proposals will be received by the Township of Bensalem at the Municipal Building, 2400 Byberry Road, Bensalem PA 19020. The proposals will be publicly opened and read on Tuesday, September 12, 2023, at 2:00 P.M. prevailing time by which all bids must be received. Contract documents for the above may be examined and obtained from the Office of the Mayor, at the Municipal Building, 2400 Byberry Road, Bensalem, Pennsylvania 19020, during normal business hours.
Bids shall be accompanied by a bid deposit in the form of a Certified Check or Bid Bond, in an amount not less than 10 percent (10%) of the total bid and made payable to Bensalem Township, PA.
Questions should be in writing and emailed to:

Bensalem Township reserves the right to reject any or all bids, to waive informalities, or take such action as it may deem to be in the best interest of the Township and as may be permitted by law.

Grandview Avenue Drainage Improvements Project
Advertisement for Bids
Bensalem Township will receive sealed online bids for construction of the Grandview Avenue Drainage Improvements Project via PennBIDtm. The scope of work generally includes drainage improvements, full depth pavement reconstruction, curb installation and replacement, and associated work and labor.
Bids will be accepted until August 24, 2023, at 3:00 PMprevailing time via PennBIDtm. Bids will be opened and made public immediately after Bids are due. Bids will have a tentative award date of September 15, 2023. Faxed bids will not be accepted.
The contract documents and solicitation details are available at no cost at PennBIDtm – https://pennbid.procureware.com/home. A nominal fee is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees.
There will be no pre-bid meeting for this project, all questions shall be submitted via PennBIDtm.
Bids are to be submitted via PennBIDtm on the forms furnished in the bid package. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Bensalem Township, in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms acceptable to Bensalem Township.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, as determined by Bensalem Township. The Township reserves the right to reject any and or all bids on any basis and to waive any defects, errors, omissions, irregularities or informalities in the bidding, as permitted by law, and to accept any Bid which it may deem to be for or in the best interest of the Township in its sole and absolute discretion.
